ABSTRACT
In the last chapter we found a possibility, though by no means a certainty, that what is in effect internationalism may come about during the present century by the growth of vast land empires containing most of the population and resources of the world. If this happens, wars between different States will no longer be a menace to the continued existence of industrial civilization. We have now to consider a more difficult question, namely, the class war and the transition to socialism.
