ABSTRACT

The paper considers the changes that have occurred in the last decade since the establishment of a completely new structure for the water industry in England and Wales. The significance of this period of change is described in some detail. The challenges arising out of these changes are then described, as well as the objectives to be attained. The survey concludes with an examination of conservation and environmental management issues, and the outlook for the future.
