If the hand of the Secretary-General is expected, as the UN Charter directs or implies, to be omnipresent in the organization and even to take policy initiatives, he obviously needs a staff. That and diplomatic needs dictate the establishment of the Secretariat. But it settles neither the issue of the size, its form, or precisely what it does. Here the hierarchical organizational model suggested in the Charter both instructs and misleads.
