On every notifiable project, the principal contractor is ultimately responsible for the management and co-ordination of health and safety throughout the construction phase of a project. They are at the sharp end of the project and challenged with managing the residual design and environmental hazards. They are very much removed from the comfort of the design studio and the client’s offices. The theory of a well-planned and well-designed project would suggest that many significant risks will have been eliminated or reduced preconstruction, and the principal contractor would be required to manage the residual hazards on site.
