ABSTRACT

Introduction The 1990 constitution of Nepal has been regarded as superior to the previous constitutions on several counts, but because of weak implementation it could not properly address the issue of social exclusion and inequalities, among others (see appendix 12.1). Dissatisfied with the state provisions and practices, the Maoists launched a People’s War in February 1996, which lasted until the signing of the comprehensive peace accord on November 21, 2006.
