Further implications of elusive majorities, and concluding thoughts

In concluding the book, we address three further implications of the elusive electoral and parliamentary majorities in India. Specifically, we shall address how the recurrence of minority legislatures and minority governments has affected (1) electoral participation; (2) the nature of the electoral system as it converts votes to seats; and (3) the political representation of women. We show that while the prospect of minority legislatures and minority governments have not encouraged electoral participation, the Indian electoral system has become more proportional and the post-1989 party system has come to provide women with more opportunities for political representation.
