ABSTRACT
Transportation infrastructure investments are made-at least in theory-in order to improve travel conditions.1 Chapter 7 examined various spatial and temporal facets of congestion, a key objective of infrastructure improvements. This chapter focuses on computational issues associated with the correct measurement of those improved travel conditions amenable to COBA.
