ABSTRACT

Usual policy discourse considers our governing and policy implementation institutions as part of the solution. The policy researchers in the case were charged with providing information that would facilitate the process of recruiting and preparing resource families to provide foster or adoptive care. The first step in the research process was to provide a comprehensive description of the dual system for recruiting, preparing, and monitoring resource families, which had drifted into its current status place in Los Angeles County over a period of time. To investigate the implications of dual resource family recruitment and approval policies in Los Angeles County, the Anthony and Jeanne Pritzker Family Foundation provided financial support for a competitive contract, fulfilled by researchers at the University of California Los Angeles. The specific charge of the research team was to address several questions regarding resource family recruitment processes and outcomes in Los Angeles County.
