For example, an assignment to write an essay on whether a tax cut will stimulate the economy or to devise an advertising campaign for the campus bookstore is an ill-defined problem because the allowable operators are not clear, and to some extent, the goal state is not clear. Educational materials often emphasize well-defined problems, although most real problems are ill defined.
