ABSTRACT
The Paris Summit of October 1972 had bequeathed an ambitious programme to the enlarged Community. Its communiqué had declared inter alia, ‘the time has come for Europe to recognise clearly the unity of its interests’, a phrase whose seriousness was soon to be put to the test.
