The mid-1970s: Locust years

By general consent, the mid-1970s were ‘locust years’ for the European Community. At least at the ‘macro’ level, very little was seen to change and, when things did, it seemed that they did so in an unplanned way and not always for the better. This chapter examines how far this characterisation is accurate; and, to the extent that it is, to what factors it is due.
