ABSTRACT

In the latter part of the twentieth century, the ICT industry was often referred to as the electronics and telecommunications industries (see Appendix 1). Although China’s ICT industry actually took off in the mid-1990s, its origin can be traced back to 1949 when the Chinese Communist Party (CCP) assumed power. The initial development of the industry in the early 1950s was somewhat complicated. It was a result not only of China’s responses to international conflicts, but also of its social and economic reformation. During the early economic restoration period from 1949 to 1952, the government aimed to build a ‘neo-democratic society with all social classes collaborating’.1
