The politics of access in the European Union II: Towards a theory of interest group access

Analysing the impact of organizational form on access to EU policy-makers has yielded important insights into EU politics, but restricting the study of political access to this variable neglects the range of other factors that bear on the access patterns. Comparative studies suggest that policy information is not the only exchange good that is available to interest organizations (Schmitter and Streeck 1981; Cawson 1985; van Waarden 1991; see Chapter 2). In particular, these may render EU policy-making and implementation more manageable, provide political support to EU policy-makers and enhance the legitimacy of EU political programmes.
