China is already capable of solving the “three-dimensional rural problem”

The 16th session of Fifth Plenary Session of the Central Committee of the CCP concluded on October 11, 2005, passing some advice from the Central Committee about the 11th five-year plan. There was a lot to this advice, one noticeable part calling for socialist rural reconstruction. The notion of socialist rural reconstruction is not new, it should be noted. It has been proposed several times in Central Committee and State Council documents in the course of the past few score years, but this time differed from the past in at least two respects.
