ABSTRACT
Although I might have no authority to seek a means of ameliorating the misery of the people of this state, and that I might be perhaps the least likely man in the realm to have the qualities necessary to accomplish such a thing, I have not stopped working at it, persuaded that there is nothing that an active and enduring application could not bring to pass.
