ABSTRACT
In 2001, several foreign ministers of states belonging to the Organization of American States adopted the Inter-American Democratic Charter,1 which greatly expanded the concept of democracy to include all the aspects of human dignity. The Charter affirmed that individuals in the Americas have a right to democracy, and that the Charter shall be intended to provide guidance for democratic behavior and to function as a manual of conduct.2
