ABSTRACT

The main characteristic of this approach is the separation of the responsibility for the design of the project from that for its construction. It contains one major procurement system – the traditional system, and, as mentioned in Chapter 5, can be either tendered in open competition, or from a selected list of pre-qualified contractors. The system can be further sub-divided to enable the successful contractor to be involved in the design stage (two-stage tendering) or by a process of negotiation, the contract sum is established by agreement rather than by competitive tendering.
