ABSTRACT

The international community is subject to a process of continuous change. The collapse of the Soviet Union and subsequent emergence of 15 new states, the breakup of the Socialist Federal Republic of Yugoslavia (SFRY) from which five states have emerged, the division of Czechoslovakia into two new states-the Czech Republic and Slovakiaall go to show that nothing on the world’s political stage is ever static. New states may be created, existing states may disappear, territorial changes may take place. Moreover, revolutions, uprisings and coups d’etat may sweep aside existing governments and replace them with new regimes.
