ABSTRACT

In China, ideological suspicion against private sector development has been dissipating. It is a consensus that a healthy private sector can contribute to poverty reduction and job creation, as well as private consumption and economic growth. Further private sector development requires a reform of regulatory regime to improve the business environment and encourage business people to invest. Reforms of regulatory regime encompass many measures. This chapter focuses on administrative licence downsizing, and is structured in the following way: it introduces the background and impact of administrative licensing systems on private sector development.
