ABSTRACT
The end of the Cold War enabled human recognition of violence in the world to change dramatically.Three changes can be pointed out: (1) changes in scale and characteristics of armed conflicts; (2) a newly emerged response to these conflicts; and (3) the need to reorganize international institutions for more effective responses.
