ABSTRACT
The ‘periphery’ of the Commonwealth of Independent States (CIS) includes the poorest countries of the former Soviet Union: Armenia, Azerbaijan, Georgia, Moldova, Kyrgyzstan, Tajikistan and Uzbekistan. These countries were brought together in the CIS-7 initiative taken by the International Monetary Fund (IMF) in 2002, focused on poverty reduction, growth and debt sustainability.1
