In this chapter we begin by defining and then examining how needs are translated into goals and objectives. Goals and objectives provide the structure for professional action and posit desired outcomes at one or more time intervals. The action process of goal and objective formulation is critical in our evaluation practice model because it is the first step in which specific accountability criteria are set.
