ABSTRACT

In recent years, concerns about young people’s drinking and its implications for health and social order have taken center stage from both a public health and a policy perspective in many countries at national, local, and community levels. In particular, there has been increased concern about extreme drinking and the potential for harm. In an effort to address this issue, governments have grappled with measures to contain extreme drinking within the confines of law and order. Public health officials are striving to craft measures best able to reduce its incidence and resulting problems.
