ABSTRACT

In the previous chapters we identified key themes in the failure of child protection systems in Anglophone countries to move the spotlight of policy and practice away from a narrow focus on child protection to one which is much more concerned with early intervention and the improvement of children’s well-being. Central to our argument about change are two premises:

1 improving policy and practice must recognize the crucial ethical and moral dimensions to the work; and

2 reform which concentrates on modification of technical systems is quite inadequate.
