ABSTRACT

In this chapter we overview prior attempts at reform and change management in child protection systems and explore why these have often been unsuccessful and, in some cases, counterproductive. We will then outline our principles and themes for guiding the change processes, followed by proposals for effecting reforms at the broad societal and organizational levels. A central tenet of these processes must be the engagement of the broad community in the provision of social care, and decision making and planning about how to most effectively prevent child abuse and neglect within a modern civil society that adheres to notions of ethical practice, fairness, and justice.
