Globalization, the End of the Cold War, Increasing State Failure, and Ethnic Mobilization

Up to this point, the argument has been that post-colonial states have been precluded from developing the empirical attributes of statehood necessary for the fulfillment of the rising expectations which occur when the focus of state legitimacy shifts to performance. Although valid, this explanation is only partial and leaves certain questions still unanswered.
