In the above quote Kenneth King speaks of the recipient perspective. Through my four and a half years of discussions with colleagues at the University of Dar es Salaam and on the basis of all the interviews I made the last half year I lived in Tanzania,67 I think it is correct to say that there
is not one recipient view on aid, but several. There was disagreement in the Ministry of Education as well as among university faculty when it came to politically hot questions, such as:
