ABSTRACT

On August 26, 1963, the Division of Licensing and Regulation of the U.S. Atomic Energy Commission (AEC) received an application from Dr. Albert M.Kligman for a By-Product Material License, a document that would allow him to work with radioactive isotopes. 1 Like a number of his medical colleagues around the country during the Cold War, Kligman had become intrigued by the possibilities of radioactive medicine. Once again, he used Holmesburg prisoners in his scientific expedition.
