ABSTRACT

In order to determine the factors that enable certain inner-city neighborhoods to improve, we first must have a clear understanding of what constitutes revitalization. In common use, “inner-city revitalization” is a slippery concept. Some people equate it with gentrification, while others associate it with the alleviation of poverty. Revitalization can mean the physical redevelopment of blighted areas, the creation of additional jobs, the improvement of local infrastructure, and/or the elimination of “undesirable” individuals and businesses.
