ABSTRACT
Primary and secondary education reform is an ill-structured problem. Answers to such problems tend to come only with much effort and much discomfort. Market role assessment, an analytical tool introduced in this book, can be used to organize and carry out analysis of ill-structured public policy problems such as primary and secondary education reform.
