ABSTRACT

In the late 1980s, many communities in the United States were struggling with the relatively new problem of how to manage waste disposal. Landfills were filling up, and public opposition to new landfills and incineration plants, with the feeling that “nobody wants it in their neighborhood,” was strong. As landfills closed, the shock of increasing disposal costs was tremendous, and the federal government responded through the Environmental Protection Agency (EPA) to help prioritize the problems concerning landfills and solid waste disposal.
