ABSTRACT

Three agencies must be satisfied before a cogeneration system can be put into operation. They are:

1. The utility to which the cogenerator will be interconnected. 2. The city in which the cogenerator is located. 3. The Federal Energy Regulatory Commission, which will assign a Qualifying Facility

(QF) number to the project. 4. The local Air Quality Management District

UTILITY REQUIREMENTS

Utilities vary in what is needed to inform them of the placement of an auxiliarygenerating unit connected to their system. Some simply require notification and size of system. Others require elaborate paperwork in the form of an application; an engineering review; a metering review; a site inspection; and then a “client-utility-supplier kick off” meeting where the particulars of the above are discussed and a draft contract is given to the client explaining the utility’s position in having this auxiliary source of power generation connected to its lines.
