ABSTRACT

This chapter focuses on Yossi Shain’s theoretical approach on governmentsin-exile. Such a step becomes necessary because, first, a theoretical background serves as a frame to draw a clear picture of the Tibetan exile politics. Second, with the help of a theory problematic and at first sight incomprehensible political strategies of the Central Tibetan Administration (CTA) can be explained. Moreover, the example of the CTA can extend Shain’s theory and critical aspects of the status of exile governments in general become clearer.
