ABSTRACT
Over the last two decades, Western policy makers have striven to base their policies on principles such as human rights and democracy, and a greater emphasis on the promotion of these principles has been particularly noticeable since the end of the Cold War. In particular, the EU has tried to integrate a human rights policy into its diplomatic relations with Iran with the introduction of the process which it called the “critical dialogue.”1
