The United Nations is not a centralized organization with clearly linked parts. It is a highly complex web of bodies where each one may act quite independently of the other, each with its own bureaucracy, rules and governors. This has led to duplication and interagency competition for resources. Attempts at reforms have so far failed to tackle all the problems as UN activities have expanded.
