ABSTRACT
Science is public as regards its results and benefi ts, as regards its method, and as regards its expressive power. In all three respects, science may, therefore, under certain circumstances, be subject to the power of the state. Under some circumstances, the state will be able to regulate, and under some circumstances, to promote, scientifi c inquiry.
