ABSTRACT

In 1972, Cohen, March, and Olsen, three scholars from the United States and Norway, introduced what they called the “Garbage Can model of organizational choice.” Many real-world observers believe that this model, besides being theoretically provocative, accurately describes the factors affecting organizational choice (Bendor, Moe, & Shotts, 2001). We agree. And we believe it offers a unique angle on technology and problem-solving, which are prominent in our cases.
