ABSTRACT

It is generally taken for granted that states are, or have the potential to be, strategic actors. But what about international organizations, can they be strategic actors in the normal sense of the term? In particular, is the EU a (military) strategic actor or does it have the potential to be one? This question comprises three separate dimensions:

• Is the EU apt to make strategic assessments and strategic decisions? That is, does the EU have the political mandate, organizational structures and procedures needed?
