ABSTRACT

The use of box cutters and small blades by terrorists during the September 11, 2001 attacks has been reported widely, whereas the use of a chemical agent, “mace, pepper spray, or some other irritant,” in the airplane hijackings is much less well known. 1 Rather than offering the proposition that such agents are the “latest-greatest” threat, this work considers the potential threat of improvised chemical agents for terrorist use.
