ABSTRACT

This chapter moves beyond the broad explanations associated with why states may cooperate in some instances and not in others, to focus on how treaties differ in their design. Rather it looks at the manner in which states negotiate their conflicting interests and activities along international watercourses. Indeed, that is the main thrust of this book.
