The practice of neighborhood-based economic development arises out of decades of community organizing and antipoverty efforts. Housing rehabilitation and construction are the main activities of most Community Development Corporations (CDCs) and other neighborhood groups, but they also engage in economic development, which includes assisting business creation and retention, developing commercial and industrial space, and job training programs.
