ABSTRACT
The past few years have witnessed an unprecedented growth in collaborative efforts between city halls and community based organizations (CBOs) to reduce poverty and/or revitalize neighborhoods. These initiatives are characterized by a new language (e.g., collaboration, empowerment, community building) and a new sense of optimism that the intractable problems of poverty and neighborhood decline can be overcome.
