ABSTRACT
This chapter makes two arguments. First, we suggest that community development occurs differently in rural versus urban communities. Second, we argue there is an urban bias in community development theory, which causes policy makers to overlook issues affecting rural places-especially environmental issues. To make these arguments, section one defines the term “rural.” Section two explores how the idea of “rural” intersects with “community” to suggest that urban community development theory may not always apply in rural places.
