ABSTRACT
In an ideal world, all human rights violations by individuals will be handled by their own governments. When human rights are violated by an errant state, other states may need to act in order to handle a serious situation. Chapters 9-13 document the considerable extent to which members of the world community are now mobilized to act when victims of human rights seek redress from countries and international organizations beyond their borders.
