Missions or mercenaries? European military advisors in Mehmed Ali’s Egypt, 1815–1848

With these words, Mehmed Ali explained his hit-and-miss efforts to find European experts who could jump-start his efforts to modernize the Egyptian armed forces. Although he certainly discovered “false jewels,” there were enough “diamonds” to make the effort worthwhile.1
