Private Diplomacy In Europe

The women emissaries faced imposing difficulties. Logistically, each group experienced cumbersome travel arrangements to get to the various capitals. For example, Addams and her fellow envoys traveled from the Netherlands to Britain, and then back to Amsterdam before setting off for Berlin. They next proceeded to Vienna and Budapest, then back to neutral Switzerland before entering allied Italy and France. Finally, to return to Amsterdam, they first had to cross to England for the necessary passage around the battlefront. Sometimes they had to endure long delays at the borders while their passports and luggage were scrutinized, and to deal with mostly unsympathetic diplomats at embassies and legations in arranging the interviews and getting permissions to enter the next countries.
