ABSTRACT
Dealing with the prioritisation of health needs is dependent on the more fundamental activity of the determination of health needs. Challenges in this activity were alluded to in Chapter 1 where infertility was considered as a possible candidate. Let us now take up this interesting example in more detail in order to throw further light on the conceptual (sic) issues which have to be faced by resource allocation policy makers.
