ABSTRACT

Th is chapter attempts to examine the phenomenon of sea piracy in South Asian waters. In particular, it examines sea piracy-related incidents in Bangladesh, India, and Sri Lanka. Given that the pirates are the enemies of all (hostis humani generis) and need to be brought to book, the chapter highlights the lacuna in the legal system to prosecute the perpetrators of piracy. Th e chapter also looks at the South Asian maritime-force infrastructure to counter sea piracy. Finally, by way of a case study of the Liberation Tigers of Tamil Eelam (LTTE), the paper argues that there is a link between piracy and terrorism.
