ABSTRACT

The negotiated nuclear arms reduction process, embodied in SALT and START, has been a central component of the U.S.-Soviet/Russian relationship for the past thirty years. The process held great promise for rapid progress on deep reductions at the end of the Cold War, but it is now essentially stagnant. This lack of progress poses a serious threat to the non-proliferation regime, which is conditioned in large part on the pledge made by the nuclear powers to reduce and eventually eliminate their nuclear arsenals.
