Can the Missile Technology Control Regime Be Repaired?
Is missile non-proliferation a lost cause'? Since 1998 an increasing number of commentators seem to think so. This chapter describes the reasons for the growing belief that missile non-proliferation has failed. It examines the developments in missile non-proliferation policy that may have contributed to its purported failure. In particular, it examines the dichotomy that has been posed between missile defense and missile non-proliferation. Finally, it proposes policy measures to repair the regime.
